This is the ability to psychically control astral energy.

One with this ability could psychically generate astral energy (as blasts, bolts, beams, rays, waves, etc), at will. In addition, one could psychically direct the flow of astral energy, at will. Furthermore, one could psychically imbue astral energy into (or extract it from) the surrounding environment, at will. One could also psychically shape astral energy into tools and constructs, at will.
